Ilha das Cabras is widely used by schools for dive course checkouts. Protection of the surrounding waters, in the Submarine Ecological Sanctuary, dates from 1992. A variety of ornamental fish, turtles, starfish and seahorses live in the sanctuary.
The island only appeared on a map in the 18th century, when fortifying it was considered. In 1911, a state commission recorded only grass and a Chapel of Santa Cruz on it, which was never seen again. A UNESCO-coordinated project plans a museum on the island devoted to the culture and history of the northern coast of São Paulo state.
